Canberra's Light Rail Expansion Faces Housing Affordability Crisis for Workers

Canberra's light rail stage 2 proposal now sits before the ACT Legislative Assembly after route alignments along Northbourne Avenue were finalised in early 2025.

The timing matters because the federal budget in May 2026 allocated partial funding for capital city transport projects while ACT housing supply targets under the 2023-2030 Greater Canberra Plan remain unmet.

Transport Planning Timeline

Stage 1 of the light rail opened in 2019 between Gungahlin and Civic at a final cost of 698 million dollars. Stage 2 would extend the line from Civic through the Parliamentary Triangle to Woden, passing key sites such as the Australian National University campus on University Avenue. Belconnen residents have watched the debate from growth corridors where new apartments near the Belconnen Town Centre have added 1200 dwellings since 2022.

University of Canberra researchers contributed modelling in 2024 that projected 18 percent faster commute times for public servants once the extension reaches Woden. Those projections built on earlier work by the ACT Transport Canberra agency dating to 2016 feasibility studies.

Housing Cost Pressures

Median detached house prices in Canberra reached 912000 dollars in the March 2026 quarter according to CoreLogic data. Public servants on APS level 6 salaries report difficulty securing properties within 10 kilometres of Civic or the Russell offices. New supply in Gungahlin has included 650 units released under the ACT government's Indicative Land Release Program in 2025 yet waiting lists for first home buyer grants remain at 3400 applications.

Stage 2 construction is now listed for tender in the second half of 2027 with public consultation sessions scheduled at the Canberra Centre on 28 July.
